Reach of the E-Invoicing Model: It is the most recently defined model in Latin America. The current model in Ecuador has been the only one that has achieved sufficient maturity to enter into the pilot, implementation and projection of obligations stages. This model is said to be based on the Brazilian model (only in terms of some minimal processes). On January 31, 2013, the first stage of E-Invoicing began, promoted by the Servicio de Rentas Internas (SRI), the tax authority of Ecuador. It allows for the coexistence of electronic and traditional paper invoices. The pilot project involved the participation of 24 companies that were invited to complete trials from February 24 to December 31, 2012. During that time, 402,039 sales receipts, 373,039 invoices, 1,194 credit notes and 28,166 retention vouchers were received electronically. Since 2014, in a coordinated and incremental manner, various production sectors in Ecuador have been and will be required to adopt this new E-Invoicing system. These companies will be informed of this requirement 10 months in advance. The following is the calendar of obligatory adoption:
Starting June 1, 2014: Financial institutions under the control of the Superintendencia de Bancos y Seguros, except mutual savings and credit bodies and credit card issuing and administration societies. Special taxpayers that participate, according to their RUC inscription, in economic activities corresponding to the telecommunications sector and paid television subsector.
Starting August 1, 2014: Credit card issuing and administration societies.
Starting October 1, 2014: Exporters qualified by the SRI as special taxpayers.
Starting January 1, 2015: All other special taxpayers not specified in the three previous groups. Taxpayers that are authorized to print sales receipts, retention vouchers and complementary documents through computerized systems (self-printers). Taxpayers that make sales online. The taxpayers that conduct economic activity of exportation.

Reach of the E-Invoicing Model: The E-Invoice model in Guatemala was the first operating model in Central America (2007). It uses the standards defined by the SAT (Superintendencia de la Administración Tributaria). The current model of E-Invoicing in Guatemala is defined in accordance with the SAT Directory Agreement No. 08-2011, and its technical specifications and previous resolutions, which modified the Directory Agreement No. 024-2007. The Directory Agreement No. 024-2007 established the operational rules of E-Invoices, whereas the current model established obligations for certain types of taxpayers, called “contribuyentes especiales”, or special taxpayers.
The model defines the authorization, emission, transmission, conservation, storage and control of the invoices, special invoices, credit notes, debit notes and other tributary documents emitted electronically and the backup of the copies of the previously listed documents.
In this model of E-Invoicing (FACE), there are four actors involved: the senders of invoices, called EFACE; the FACE software providers; the generators of E-Invoices (GFACE) in charge of validating the FACE and distributing them to recipients and the SAT for their declaration; and lastly, the SAT, which is ultimately responsible for the registry of the E-Invoices.
Currently, there are 12 companies which are authorized as GFACE and should comply with all of the established requirements of the current legislation. Among the primary requirement is that the company must have a headquarters in Guatemala and have had commercial activity within the country for at least three years. Furthermore, all of their technological infrastructure must be located on Guatemalan territory. In addition to the GFACE, there is a large number of FACE software providers that contribute to giving solutions to the different types of operational requirements and functionalities of the clients.

Reach of the E-Invoicing Model: The Secretaría de Hacienda y Crédito Público (SHCP), the tax authority of Mexico, through the Servicio de Administración Tributaria (SAT), the tributary administration, has informed and reiterated that since January 01, 2014, it is mandatory for all contributors to issue their fiscal vouchers as Comprobantes Fiscal Digital de Internet (CFDI), the name for Mexican digital tax vouchers. The deductions cannot be made on paper because the CFDIs are the only documents fiscally valid for the presentation of tax deductions. The new model of CFDIs and new guidelines regarding income tax (ISR) and the Federal Tax Code of 2014, have a number of developments in the issuance, reception, evaluation and publication of E-Invoices. It has had the impacts listed below.
The most representative changes are found in the issue of pay slips which shall be in the form of CFDI. The third section of Article 99 of the new ISR states that employers are required to issue and deliver tax receipts to persons receiving payments from the provision of a subordinated personal service, for wages and other benefits. According to tax and labor regulations, proof of receipt of payroll shall be stored for one year. If the employee stops working for the company, these pay slips, in accordance to the new ISR, should remain protected by the company for an additional year. In this case, it is also very important to keep the vouchers in accordance with the tax rules and the tax code resolution for the federation because this information is part of your accounting and therefore it must be kept for no less than five years. The use of paper invoices with Bi -Dimensional barcodes, regardless of the income level of taxpayers, was removed (if requested prior to December 31, 2013, the authorization of paper invoices with CBB and their income is less than 250 thousand pesos, these will be valid for two years for their use). As of January 1, 2015, only the CFDI will exist.

Reach of the E-Invoicing Model: It is one of the most recently defined models in Latin America. The model of E-Invoicing in Peru is based on the existence of the Proof of Payment Voucher, which is the legal document that certifies the transfer of goods or the delivery or performance of services. To be considered as such, it must be delivered and/or printed in accordance with the Regulatory Standards for Proof of Payment Vouchers.
Within this system, we have Electronic Payment Voucher for which there have been 3 different models implemented that shape the “model of E-Invoicing for Peru.” The first was the Recibo por Honorario Electrónico, which by Resolución de Superintendencia 182-2008/SUNAT adopted the Emisión Electrónica de Recibos por Honorarios Electrónicos, or Electronic Emission of Receipts for Electronic Fees, where this generation is done through the Sistema de Emisión Electrónica (SEE) in SUNAT. The second, corresponding to the E-Invoice Portal, is the same invoice that is emitted physically, with the difference that it is generated through the SEE in SUNAT Online Operations SOL. With the resolution 188-2010/SUNAT, it was incorporated in the Electronic Voucher Issuing System and related documents. This system can only be used by SMEs. The third one corresponds to the model that will be attended to and described in this document, called Electronic System of Emissions Developed from Taxpayers’ System.
This model is supported by Resolution N º 097-2012/SUNAT that creates the Electronic Emission Systems Developed from the Taxpayers’ Systems, which is configured as an additional system to that mentioned above, and it is applicable for all the companies in the country that allow the taxpayer to choose the system used for issuing their Electronic Payment Receipts. The Electronic Emission Systems Developed from the Taxpayers’ Systems had a more extensive pilot phase than originally stipulated, in which only registered companies participated. Recently, the enactment of Resolution N º 065-2013/SUNAT led to a model more tested and adjusted by the experience of the participants in the pilot. From June 1, 2012 to June 30, 2013, only the participants in the SUNAT pilot project of previous months were able to request authorization to enter said model. Since June 30, 2013, all other taxpayers that comply with the legal requirements have been able to participate.

Reach of the E-Invoicing Model: This is one of the most recent models that has formulated in Latin America, which brings together many of the best practices of the best models operating successfully. This model has quickly positioned itself as advanced on a global scale, promoting a segmented compulsory scheme, which promotes levels of mass adoption and widespread growth that are very promising. This model has been in operation since 2013. The pilot project ran in 2012 with the participation by invitation of a group of companies that performed tests from late Q1 to early Q4. Once this process was completed, companies could enter the model voluntarily. However, a schedule for mandatory incorporation in a coordinated and incremental way was created for several of the most productive sectors of Uruguay. These companies should already be preparing for the mandatory incorporation. The phase of obligatory E-Invoicing promoted by the DGI began on July 1, 2013 for a selected group of large contributors.
